The terms on which federal Medicaid matching funds are available to states include a number of broad requirements relating to eligibility:

Non-Financial:

• Categorical (i.e. Age – Over 65)
• Immigration Status (i.e. U.S. citizen)
• Residency (i.e. Lives in State with intent to stay)
• Medicaid Bed (available in the nursing facility for the applicant)
• Medical Necessity (meets the tests for skilled institutional care)

Financial:

• Assets (also known as “Resources”)
• Income

In order to qualify for Medicaid, an individual must meet all financial and non-financial requirements.
